While the card itself is convenient, I've encountered some frustrating issues with cash withdrawals and maintenance fees. Here's the lowdown on this Russian bank's debit card.

The Card ItselfI recently switched to Promsvyazbank (PSB) after moving to the Donbass region, and I've been using their debit card for online purchases and terminal use.
The Back of the CardOne thing that's been a hassle for me is cash withdrawal - either with a 7% commission or a paid tariff of around 60 rubles per month. Since there are plenty of ATMs around, I've been avoiding cash withdrawals, but sometimes I need to.
The Official EnvelopeI went to the PSB to get a new debit card. The card itself is free for the first five years, but the annual maintenance fee is 199 rubles. You also need to load 1,000 rubles onto the card, which I didn't have on me at the time, so I had to go back home and load it online.
The Back of the EnvelopeI ordered the card online with different conditions: free issuance and maintenance, no requirements for loading or withdrawing, and home delivery or delivery to a specified location within reasonable distance. I chose next-day delivery, but that's when things started to go wrong.
The card was supposed to be delivered from the nearest branch, which is just 150 meters from my house, but it was sent from Rostov-on-Don. I didn't receive a call from the courier, which was a bit of a surprise.
They called me a week later, and the courier agreed on a time and place for delivery. He brought the card in a branded envelope, and I signed for it.
Initially, I had to set up a PIN code, but that didn't go smoothly either. The bank refused to recognize the card, and it took a few hours for them to finally acknowledge it. They sent me an SMS to continue the registration process, but it never arrived. I tried several times, but the result was the same.
It wasn't until the next day that I was able to complete the registration process, and the SMS started coming through.
I decided to order another card, but for some reason, the bank won't issue a second card of the same category. That's just weird.
In front of a children's playground built with the support of PSBUsing the card is pretty straightforward - I can make online purchases, use it at terminals, load money, and withdraw cash at PSB ATMs without any fees.
The mobile app is really useful for working with the card. I've installed it and use it regularly. Here's my review of the app.
You can read my review of the bank here.
To be honest, my experience with the PSB debit card has been a mixed bag. While it's convenient for online purchases and terminal use, the issues I encountered with delivery and registration were frustrating. I hope the bank addresses these problems and improves their service.
Rating: 3 out of 5 stars.
